In a small bowl, combine the bouillon powder with all of the spices, and set it aside.
In a very large skillet over medium heat, add the olive oil, then add the potatoes, season with salt & pepper, and cook for about 5 minutes.
Add the onion and bell pepper, and half of the spice mixture and cook until the vegetables are softened.
Add the ground beef, and the rest of the spice mixture, and continue to cook until the beef is browned.
Stir in the beans and cook for another 5 minutes to heat them through.
Finish by stirring in the cilantro, and enjoy!
